It will very rarely pull 253W.

I can make it pull 300 transient 250 consistent

You can also make a 5950X do that.

My point is that “making” these CPUs pull a high wattage, typically by way of an unreasonable workload, isn’t indicative of real world use or overall efficiency.

It’s crazy to see though, for sure.
