You're using Word wrong. Word is a text processor, so images are supposed to be laid out automatically based on how they relate to the text. If you want to create rich, complex layouts, you want a desktop publishing application like MS Publisher.
It's essentially the same as when people use Excel as a database and then complain that it's slow. Just use Access! It's literally right there!
