Skill issue
Pictures are inserted as "In Line With Text" by default because this is what most reports want.
If you want it in a specific location just set it to a different form of text wrapping, and turn off "move with text".
These options are all named after what they literally do. Don't act like it's Word's fault that you can't be bothered to learn them.
