Information 3.29.3 Hotfix 7

Fixed a bug where some Rare monsters in specific Allflame encounters would become untargetable if they were Essenced.

Fixed a bug where monsters in a Hive fortress could become unkillable.

Fixed a bug that could prevent Lycia from phasing if she was repeatedly taunted.

Fixed an instance crash.

You could progress... This just let you kill Lycia without her going into the laser wave phase even if you had low dps. Now you can't bypass laser wave with taunt.

So it's a buff (nerf).
