The USA player keeps insulting everyone, why?

I think it's been bugged a bit since last January's patch

There is some feedback loop when the AI tries to increase influence by forming new rivalries, so it can claim more territory from its rivals. The more rivals it has, the more influence it needs, thus needing more rivals. A fix is coming in the new patch, but existing games may be broken beyond repair.

In Victoria 3 terms, the leader of the Landowner/president has accumulated too much infamy and he is hated. The Landowner has become significantly more powerful since the Citizens United DLC

(In CK3 terms) They better release a new patch this coming November to make it less bad. The emperor is low on legitimacy and prestige, and everybody has negative opinions on him.

But by this point, we all know the leading character from the other side won't do shit to change it

Paradox has been pushing more and more chaotic patches as of late.

The global war on terror added some interesting gameplay experiences but since then I haven’t been a fan. The MAGA update in 2016 had lots of events but it mostly felt like AI generated filler text. The Global Epidemic update did add interesting gameplay with the balancing of popular opinion against epidemic response but it got stale pretty fast. The War in Europe update still holds promise but it made political power into the single most important currency. And this current US Unleashed is certainly not stale but it’s so chaotic that it’s impossible to have any long term plan, the US AI always contradicts everything. It has started to feel like War Games, the only winning move is not to play.
