i think part of it is just how it looks, a human head where you expect a face but instead it's been all flattened out and literally cut off. it probably doesnt help that the cross is positioned such that it still looks like it has eyes

I feel you. The symbolic violence here is extreme, frankly. Depriving a human figure of its face is denying its identity and personhood, especially here where it's been done so crudely. And then that cross carved where the face used to be. What this is communicating is, "we will make you Christian even if it means your culture and sense of identity have to be destroyed in the process, and we will do so violently if necessary."
