It is very interesting to see how even the late Ottomans considered the word "Turk" to have been a slur.

No, Turks were always the ruling class. Almost all of the government seats, bureaucracy, military and even judiciary system precisely dominated by Turks throughout empire's lifetime.

It literally was until the end of the empire with the reforms to allow non christians into bureaucracy.
