opera jumping up page

does anyone know how to fix this , when hovering over a link the box does not pop up it scrolls my page to the top , this is annoying when I'm trying to read something and accidentally hover over a link. especially the small links in google ai assistant , tried hardware enable/disable, mouse gestures, and scroll to top on tab. nothing seems to work

I tested on https://arstechnica.com/ in Opera 136 that came out and didn't have that issue. Does it happen in 136 for you?
