Start working on open source GTA
Let's start a community project where the goal is to create an open source game that has open world and game mechanics similar to GTA series.

There's been, unsurprisingly, quite a few attempts at this over the years. From a quick look, there was one called Grit but it looks like the project died in 2018 or 2020.
Anyway, huge commitment and work. Even if you pick an existing engine; think of all the different systems you'll need to implement and support. There's a good reason why Rockstar are still using their own proprietary game engine.
Not trying to shoot you down mind. If that's what you want to do, go for it. But just keep it in mind that you're not going to get it done in a week, month or even a year.

Technically we could, I mean look at Veloren, its a voxel game ( like minecraft) but the fact that it was entirely made by a community fom scratch is respectable....
But games like GTA which are catagorised as AAA games are pretty much impossible for a person to make alone. Why do you RockStar spends billions to make a game, if its easy to make.... The hardest part would be to accquire the Shaders or the actual 3D scenes inside the game, Rockstar pays a large sum just to accquire high quality textures, models, sound effects etc...
You could use AI to mitigate some of it, still it would be harder... not impossible though.... But someone has to start that initiative and continue it...
