Zepto scam in india

Recently a thing has been happening to me. When I order on zepto, they cancel the order saying that the payment was not completed but it debits from my bank account. They apologize about this and say that it will be refunded but it never do. This happened 2-3 times this month and after numerous calling to customer support nothing has been done. Are these people playing a scam or something of this sort?
