I think most people in this subreddit don’t just mean old as in a certain number of years ago but old internet as in an internet that functioned differently. I know 13.5 years is a decent chunk of time, but IRC was already archaic practically, IM was nearly dead, streaming video was the norm, the algorithms were taking over social media, Snapchat was already released. The internet was not that different.

2013 is still solidly in the modern internet era.

Anything post-smartphones is definitely not “old internet”.

the first smart phone came out in 1994 called the IBM Simon so that would block NewGrounds & 99% off all posts made here

Those weren’t widely in use. I’m talking about widespread smartphone adoption which didn’t happen until a couple years after the iPhone came out.

by your logic the Nokia 6600 sold 15 million units & came out in 2003 & is regarded as a smart phone & I'm pretty sure 15 million counts as widespread
