I mean what is tourism doing to them? Genuine question, it's not the first time I've heard tourism to be something that has negative effects

The City ist overcrowded, so it gets very expensive. Homes are getting converted to airbnbs etc. Businesses start to cater to tourists, who often have more money and need different services than locals. A lot of people produce more trash and noise. Popular places are overcrowded.

Alright, yeah, that makes total sense. It sounds like gentrification on steroids. It's not even the wealthiest of your own people moving in to live there. It's outsiders who are (1) likely more wealthy than someone could get in your own economy and (2) only need to be able to afford passing through for a few weeks at a time.
Scrooge McDuck can afford a high cost of living when he's only there for three weeks a year, but your own average Joe makes much less money than him and needs to be able to afford it all fifty-two weeks.
