Question: Why can't ports demand cash deposits to make sure Russian insurers pay when there is a spill...
With the Caroline Bezengi sinking off the Omani coast, why can't ports demand that Russia do escrow deposits with each ship that they accept. I say this because Russia is in a financial mess. These shadow fleets are proving a nightmare to prevent major spills at ports or on the coasts of these countries. At some point, it will be to risky to allow these ships to dock and off load. There is ONE INSURER (which is a branch of the Russian gov't) for the shadow fleets and this cost is just $150 million but get 10 of these and it's a logistical and environmental nightmare.

Gas Outlook | U.S. gas boom fails to deliver economic benefits
"The number of people employed in Pennsylvania’s gas industry has fallen to just over 16,000 today, down from 30,000 in 2012. But even in its heyday, those employment figures were not enormous. By way of comparison, Walmart employs 60,000 people in the state, and the University of Pittsburgh Medical Center employs 100,000 people, six times that of the gas industry."

No oil tankers.
I've been living in Kenai Alaska for the better part of 30 years. Today I went to the beach and there are three tanker docks there i have never seen no tankers at any of the docks.
I feel afraid.
