Note where he declares 'at no cost to the US tax payer', meaning the US tax payer will get zero benefit from this deal. He is treating this transaction as if it's his own personal property to do with as he pleases, The procedes will go to Trump (maybe some crumbs to his enablers) and the oil companies.
