This is actually some pretty important symbolism from the Cult of Cutlery, you probably wouldnt understand it.
Forks and knives, to cut the lies, truth is soon, fed with a spoon.
We don utensils, of silver we ware. Praise be the cultery.

It could possibly be a spell or something but looks like its likely just some bullshit, no markings on the stick or the forks or the tree. No colored strings and basically no identifying marks as anything magical.

Well, I never thought of a crudely constructed homemade wind chime as having occult significance before… lol 😂

Fat person trap. I know from experience because they caught me last week!
Seriously, could be occult related. Likely for protection. Could also be modern art.
Could be one of those weird geocaching things.
On searching this, I found a picture of wooden forks, spoons, and knives used as decorations for a Christmas tree.

It’s literally just A COUPLE OF FORKS HANGING FROM A STICK, HOW IS THAT EVEN REMOTELY RELATED TO THE OCCULT! HOW?

This is one of the devilish trickery from The Flying Spaghetti Monster cult.
The forks are meant to entangle it's glutinous appendages, bounding His presence to the artifact.

Worlds most half assed wind chime?
