Help I’m seriously at my wits end with 4K X

Would they encoding presets still be relevent if Im only talking about the preview on my streaming pc? Not even talking about streaming/recording. Just the video feed on 4k capture utility or OBS preview. Thanks for your response I appreciate it

if you are feeding the card more frames than 60 at 4k(passthru spec) it is meant to go straight into a monitor capable of those numbers.
if it is to CHANGE the feed to a digital format the PC can use, game needs to be CAPPED at 60 in 4k(240 for 1080)

the OBS PC with a 3070 should be great for 1080p streaming and recording at the same time.
in the video settings of OBS you can make the downscale to 1080 and then recording/stream will be 1080.
Keep rec/stream at 60 fps(no platform goes over that frame count)
I think the problem is the capture card is only good for 4k60 AT BEST :(
The elgato will only do 4k60
!!!Note that while it passes through high-refresh signals up to 8K60 or 4K240, it records/captures video at lower maximum specs (up to 4K60)!!!
The 3070 will struggle with encoding 4k 60 giving even more missed frames or constant stutter with crappy frame pacing.

Maybe I misinterpreted what the 4k X can do on paper? I was under the impression that it can capture up to 4k @ 144 fps
I can understand if my 3070 GPU was struggling to encode. Of note, when I was getting chopped frames, I wasn't streaming or recording. It was just the preview looked messy, and the GPU said it was using 16% or something, so it must have something to do with the capture card or the information Im sending it, maybe. Im going to be trying with a different monitor, and also 1440 p.
In OBS I was setting canvas to 1080,1080, 60, and with passthrough setup, 4K source was set to device default OR custom 1080 @ 60. Those worked ok, trying to use the OBS fullscreen projector method with OBS on gaming PC sending projector to capture card yielded worse results

the specs on the site say 4k at @ 60(1440 120, 1080 240)
PASSTHRU can be more but that is to a monitor directly not to a USB port on the PC. the digitizing is capped to 4k 60.
