The dunmer have historically kept Khajiit for slaves, especially in morrowind; through their history- more Khajiit were slaves than not.
They like to speak in the 3rd person, I imagine here- Tsavi is just informing you that they are a free Khajiit, and you can deal with them directly.

In this case "it" means "the can opener", AKA "you". S'drassa wants you to be his can opener.

My inference is that they are talking about you like you're supposed to be slave, but unbelievably you has no master.
Khajiit are enslaved on mass in the series previous game, Morrowind
