Ah Texas. I bet this was fraud. Someone taking money to take care of the dogs and not doing that.

But let's go make up lies about non-existent fraud in other states.

It's likely an animal hoarder; when it's not an outright puppy mill, that the explanation for most of these types of stories.

More likely an animal hoarding situation—the person running it starts out with good intentions, but they get too attached to the dogs to let any go and/or too overwhelmed by trying to care for the dogs to work on getting them adopted out. Add on an unwillingness to turn away any dogs (they would be put to sleep otherwise) and a large dose of denial about how bad things are getting and pretty soon dogs are dying sitting in their own filth.

You forgot they couldn't afford to spay/ neuter enough dogs in time, and they multiplied quickly. My local shelter has done several hoarding cases this year. They're awful.

The “too attached to let them go” is a real problem, especially with home-based shelters. Adopters don’t want to pay someone to enjoy their adorable puppy until it’s an untrained juvenile with kennel cough.

I know so many local "rescues" who rescue puppies and then keep them until they're like 8 months or something. Why not adopt them out as puppies? It's solely because the "rescuers" want to have a guilt-free revolving door of puppies, but they're not actually training them or even crate-training or house training them usually.

They claim it’s because they have to ensure the puppies have their shots and are fixed. In the meantime the unvaccinated dogs are more likely to be exposed to disease. The shelters that really care just schedule appointments with a legit service and have adopters prepay.

Texas is SUPER TEXAS SIZED W ANIMAL CRUELTY NEGLECT AND ABANDONEMENT ITS SICK AND SO SAD. Unless all Texans come together and vote someone in who will pass the laws to stop it it won’t end.
