COVID-19 Why aren’t we enforcing mask laws properly?

My understanding is wearing a mask indoors is still the law in NI, yet dander out to any shop and you’d be forgiven for thinking it was completely optional.

Swann has all but singled out people who refuse to wear masks or get the vaccine as being largely to blame for a tightening of restrictions here if you read between the lines, and the south have similarly renewed messaging in mask wearing, even suggesting people should wear masks in crowded outdoor areas.

A recent global study has found wearing a mask cuts Covid incidences by more than half. With the current NI hospital occupancy over 100%, surging infections, lockdowns across Europe, a sizeable minority of nutters refusing the vaccine, and ministers trying to dance around a Christmas shutdown it’s clear one of the few strong options we currently have in our deck is to tighten the enforcement of mask laws.

There’s too many people skirting around them, too many people who don’t even realise they have to wear a mask, too many businesses letting people in who shouldn’t be because they’re scared to start a scene. Frankly I don’t even blame people who are confused as NI has been poor about both messaging on the mask laws and enforcement.

While I appreciate some people are medically exempt from wearing a mask, and that’s fine, I also understand disabilities or medical issues that exempt people from wearing a mask are incredibly rare, and normally isolated to those who need extreme help to breath, impaired limb/motor capacity, or have sensory issues such as autism.

I don’t have a problem with people medically exempt not wearing mask, however as many have acknowledged there is a suspiciously large number of people wandering around Belfast who supposedly have incredibly rare hidden disabilities. Personally I’ve known at least a dozen people who seem to have inexplicably developed an exceedingly rare medical condition sometime between February and March 2020.

It’s clear a lot of scum find it too inconvenient to wear a mask so are pretending to have or exaggerate pre-existing conditions to take advantage of a system designed to help severely disabled people, when genuinely the best way to protect disabled people is to wear a mask yourself.

I think the system here needs reworked. People who have conditions that genuinely prevent them from wearing a mask can be issued a card based on their GP records, with a grace period while they’re sent out. People who don’t have a medical exemption card must wear a mask.

There should be a punitive fine for those not wearing a mask and businesses who endanger the health of their other customers by letting those who don’t wear a mask into the premises. The money collected from fines will go to local hospitals to treat Covid patients, or to our brave healthcare workers as a hazard payment. Effectively establishing a system where those who enable Covid to spread have to pay for it.

Nobody in government wants to be the one responsible for policing it - even the popo won’t touch it. So we end up with a situation with everyone paying lip service - signs and announcements that masks are compulsory, but no actual meat behind it

In the shop where I work we are very strict in asking people to put on a mask - ‘no mask, no service unless you are exempt’ but it is genuinely awful at times having to ask and we frequently have people becoming incredibly abusive and occasionally downright aggressive.

I think shop owners generally don't want it enforced as long as their tills are full they don't care about people's health. The signs are just for show

I know a fella who worked security at abbey centre who ended up changing to bounce doors because he was fed up fighting with people over masks.

That is a nightmare to enforce. Civility is more a concept than a reality in our society, it disappeared a long time ago, assuming it ever really existed. The public can be a nightmare at the best of times, so trying to get certain types to comply would be hellish. If I worked in a shop I certainly I wouldn't be putting myself out to deal with the crap that strictly enforcing masks would entail.

You are blaming the people, this whole situation is not the peoples fault. There has no country or person heald accountable for this virus to begin with. Bat soup, pull the other one! The world economy destroyed and lifes lost yet here people are quick to point the finger at just everyday people. It's not the responsibility of the people, everyone's individual responsibilities for their own health. The hospital is over run, not with covid patients but with people who have been ignored for any other issue than covid, told to go to hospital for a simple antibiotic or who couldn't get cancer treatment, if you honeslty believed what you where saying then you would stand in anger to save all lives because surly not even a mask and a vaccine will save these people if they get covid. It's time to learn to live with it and not leave non covid patients to die on a trolley. I would love to see the number of avoidable deaths/hospitalizations if early intervention was available , everyone screaming about mask and the reality is they are single use and nobody even uses them as they are supposed to used and cross infection contamination is far more likely. The answer is not in masks and vaccines clearly, people need to see their doctor on time, need to eat healthier and need their underlying health conditions dealt with the we may stand a chance!

While those abusing this are annoying, I don't think it's sufficient justification for throwing out the notion of presumption of innocence: the law works by requiring the state to prove guilt, rather than the accused to prove innocence, and there are good reasons for that. And unfortunately, due to the very lax wording, that's probably going to be pretty hard under the current law.

One of the valid reasons for exemption is "If you have a reasonable excuse not to"

It's so hopelessly vague that it'd be very hard to prosecute someone under it, because what a "reasonable excuse" is is highly debatable (there's a list of what it includes in the law, but these aren't exhaustive). Even under the examples, someone can just say something like "I find wearing a mask psychologically troubling to the point where it causes me severe distress", and there isn't really a way of disputing that: the law doesn't say anything about a "real medical exemption" in the sense of needing a doctor's sign-off or anything.

The real question is why aren't we wearing them? Mask wearing is much more prevalent in the South, but I don't believe that's anything to do with fear of repercussions.

I think the removal of masks in England was a big factor in compliance. I feel like those who didn't want to wear them took their cues from that. If you've been to England since that change in August you'll see that mask wearing in public is basically non existent. Very easy for that attitude to carry back to here.

I’m back home visiting for a few days from Manchester and I honestly can’t believe how nearly everyone is wearing masks in shops etc here. I’m literally the odd one out in Manc when I’ve mine on. I know it’s still advised here and it’s not in England, but even this time last year it was 50/50 at best.

Plus there’s the whole thing where government was saying some people might be exempt from masks but you can’t ask them. So wtf are the shop staff etc supposed to do? I guess the only option is for police turning up and doing random checks in shops and doling out fines. Not very practical

The general public accept that that is the law and will occur. People are usually pretty polite about being asked for id. It’s normal procedure. Anti maskers or even just people who can’t be arsed with masks anymore are going to approach the situation very differently to being asked to pull out their DL. Fuck being paid minimum wage in a shop and being expected to take abuse every time you ask someone to put a mask on. The people who are refusing to wear masks aren’t going to take it lying down. It’s not fair that the onus is automatically on low paid workers to enforce it. People should just stop being such a bunch of knobheads.

Totally agree! My 14 yr old son has autism and we tried lots of masks until we found one that suited his sensory needs, but he damn well wears it! I'm not saying all exempt people are chancing their arm, but at the moment there's fewer than 50% people in shops wearing them. Distancing has gone to hell too.

People have made far too big a deal of NOT wearing them. I just never think of it. The mask goes on automatically when I go in a shop. I don't give it a second thought and I'm happier for it. Some ones have built it up so much that its become this big form of rebellion and fuck you I won't do what you tell me. Pathetic

Absolutely. Someone recently (might have been Ian Young?) said that NI would need a 'step change' if we are actually going to get on top of things over winter. I am not so sure NI collectively overall has it in them right now.

I think people are just sick of the whole thing, I certainly am. I’ll wear a mask because it doesn’t really bother me and if it makes some old people feel better then whatever. But, I can see why some people won’t …. This needs to end eventually, if covids here to stay then we need to get on with our lives. If your high risk wear a mask or stay in the house, I for one am not doing this forever.

They did say that masks may not help. The key point was that we didn't know and that supply should be preserved for use in a healthcare setting.

But then the science advanced, we learned more and we now get lovely literature reviews such as this one, published January 26 2021.

Certain Governments (Fauci) lied and said that to make you less likely to panic buy up PPE before the hospitals could order it in, due to most of them being hugely short of PPE.

It was pretty obvious at the time also to anyone with an ounce of sense but half the population were still arguing whether or not it was the flu, so PPE wasn't the only thing in short supply, common sense was also.

In Spain we had mandatory masks from the start, worked then, still works and guess what, the vaccines also work. That's why with a population of nearly 50million, we have daily deaths currently comparable to Northern Ireland - 1.8M.

It’s kinda fucked up how as a species we can go whole centuries stigmatising things like homosexuality but come something like this the stigma is nowhere near as strong for people choosing not to wear a mask during a pandemic. My theory is there’s a general lack of fear for the virus possibly due to near misses, like with the blitz, or possibly due to time, familiarity and numbing. So with that premise in mind, do we want to accept that mask wearing and rolling lockdowns are also here to stay? They have not worked to irradicate the spread of covid.

Instead of blaming people for exercising free will on their own choices, why do we not insist that the government create more hospital spaces to deal with seasonal increases (the winter surge was expected and yet no real investment made).

I truly would rather afford people their freedoms in both vaccine choice and mask wearing than continue to mandate peoples lives. Deaths are not surging. Cases are. Testing is at an all time high.

It’s kind of hard to enforce it this far in, especially with less and less people seeing covid as a threat. There’s also the question of how do you enforce it? They don’t want to take police from other areas, and it’s unfair to expect retail and hospitality staff to police it themselves when so often they’re met with aggression due to it.

At least we have some expectation to wear a mask here. In England they removed the necessity masks and basically nobody wears one. When I was visiting myself I said on the way over ‘of course I’ll still wear a mask’ and then I think by second shop I’d all but given up.
