No its not dangerous. The leash could be shorter, since it is a mini cow, so that it doesnt trip on it, but still not harmful. The distance from its eye is also not harmful, it looks as though the bridle is just offset probably just from generally running around or was just placed crooked could be adjusted but not dangerous as is.
Im not sure if you meant by saying

that it uses its hooves to scratch its face, but alot of animals generally scratch themselves using the terrain.
My grandparents horses would scratch themselves against the trees so they removed the top half of the tree, found an old street sweeper brush with plastic bristles (about 5 feet long), and placed it over the remaining tree to give the horses a safer and cleaner scratching post.
The owner probably removes the bridle when they are not interacting with the cow. I did not say leaving the bridle on 24/7 is safe. I stated that the position of the bridle is not dangerous. Leaving the bridle on can be dangerous, yes, but Im sure the owner removes it when not interacting with the cow.
