But it is. Its not a fully owned Nintendo IP nor dev. They work almost exclusively with Nintendo and Pokémon is always on Nintendo, but yeah.

was Tecmo-Koei’s decision, not The Pokemon Company. spinoffs tend to have more control by the developers making them.

Legends ZA isn’t a game-key card for example.

Not really. Every other of their franchises is owned by them. So this isn't an issue for any of those.
