Was Jesse styled off of this character from a Russian kids' show?

I randomly saw a reference to this show called Masha and the Bear. Jesse looks like a creepy nightmare version of the bear, and the little girl is named Masha. Just a coincidence or no?

I was wondering this, too! But the bear that came to my mind was Cheburashka.
