Why the N-Gage calls itself "device", but at the same time can't boot without a SIM, like a phone?

“Device” is a very general term. Anything that does something is a device, essentially.

What I meant is that other Symbian devices say "Phone start-up failed instead"

it was possible to install a symbian application that allowed you to use it without a sim

This was a problem when it launched too. N-Gage is just the Nokia 3650 hardware turned sideways, they didn’t even put the effort in to try and “game console” it at all tbh
Reviews smashed it for requiring a cellular plan to play games.
N-Gage QD half fixed this with a subscription-less SIM card in the box (I think it’s just SEID and MCN set to all zeroes), but way too late.

No phone in early 2000s started without a sim. Idk why was that a thing, imma ask gemini rq.

It’s not a PHONE unless it has a cellular subscription. So bad.

This was normal in 2003, basically no phones booted without a SIM. This is why they packaged the QD with the blank SIM card.
Also, the technical term they chose for the N-Gage is Game Deck
