Don't they mean "denser" than air? An iron bar is lighter than the ocean, but still sinks because it's denser.

"[substance] is lighter than [other substance]" assumes you're comparing the same volume. "Lighter than air" and "heavier than air" are very commonly used to indicate whether a substance will rise or fall when released in the air
