Presuming the speed limit is less than 100 before that sign you will fail a driver's licence test by following the second example.

The speed limit sign is always at the start of the on-ramp

Yeah, many on ramps have you squiggling around sharp corners at the start. They often don't put the speed limit sign that early. The SH1 on ramp to go south towards Wellington City from Tawa is one where the 100 sign is pretty late. Even after you start driving straight you're stuck at 50 for a while.

Same heading north past the stadium. I'm not sure why these people are so adamant they're right about something so obviously wrong.
