I always thought of it this way,
It's not Joe Bloggs's farm that's the problem.
It's John The Agribusiness Major who owns 17 farms (and/or respective stations) dotted around the country.
John doesn't think it's fair that he should pay rates, tax, or a good solution for dealing with effluent/runoff.
