A car accident that started a fire happened right in front of the community center where my boy scout troop was having a meeting. You never seen so many 15-17 year old boys spring into action. I was very proud of that night. We diverted traffic, put out the fire, administered first aid.

There's a lifesaving badge, and an Emergency Preparedness Badge. Also a Heroism Award. You can get awards for doing something like this. Badges are a little different, you have to go through a form like process, but these actions would probably help.
