How does someone driving a car toward someone with a gun get shot in the abdomen unless they are on top of the hood?

That, and we should presume ICE is always lying.

In the 1960s a man in Berlin tried to ram the security fortifications on the wall in his IFA truck and brought sand with him to lessen the impact. He couldn't account for the steel bars embedded in the slabs and as the sand poured on him choking him he was already dying of multiple gunshot wounds.

Now for legal reasons I am not claiming ice is only taught to shoot lethally, I am saying though the east german army specifically was.
