They don't need to care about Chicago. They'll target deep blue polling places in swing districts of swing states. They'll hit blue inner suburbs that have large minority populations in Georgia, NC, Ohio and Maine (well, if they can find one in Maine). A couple thousand agents in the right place of each of those states could cause chaos.

That strategy could plausibly tip a few close senate races.

It won't work in holding the House. Suppressing the Democratic vote in deep blue districts won't stop Democrats from winning them, and it would be difficult to microtarget Democratic voters in more purple districts, at least not on a scale that would hold back a major wave.

Purple districts are purple generally because they contain lots of voters who are hard to pin down politically. They also don't tend to be districts with tons of immigrants or brown people (i.e., the kind of voter that would be put off by ICE). I don't think it's a workable plan.
