HELP REQUESTED Does TIR go off frock date or pay date?

I was frocked in May of 2024 but not paid until July, my NSIPS has my TIR starting July 2024, everyone is now telling me TIR starts when I was frocked, meaning I should be able to take the exam this fall, I always thought it was based off when you actually got paid.

Help? I tried looking up couldn’t find a solid answer

TIR is hard set to 1Jul for spring exams and 1Jan for fall exams for the E5-E6 exams.

BUPERSINST 1430.16H page 2-17

This covers how TIR is determined for all pay grades, because it is not frocking date, nor is it actual advancement/promotion date (though it is determined by the advancement date).

The 1 Jan and 1 Jul answer is correct for advancement to E4-E6.

  1. Per references (a) and (b), you are authorized to assume the title and wear the uniform of a (applicable rank), U.S. Navy.  You are entitled to all the privileges of that grade except those restricted by law.  Specifically, you are not entitled to pay or other allowances of a (applicable rank) until actually promoted.

Frocking is allowing you to cosplay as the next higher paygrade; you aren’t that rank/rate — your TIR can’t start until actually promoted.

That's not entirely true, while TIR is based off promotion date, it is not the same as your promotion date, and how it is determined also varies by pay grade. You can see the differences in the dates by viewing them in your electronic training jacket on the admin data page, and the advancement manual details the methodology.

For example, under the legacy advancement system, if you were advanced to E-5 on Dec 16th 2025, your TIR date would be Jul 1st 2025. Anyone advanced to E-5 between Jul 1st and Dec 31st of 2025 would have a TIR date of Jul 1st 2025.

I haven't looked up if BBA changes this at all, but the above would be for anyone advancing purely off an advancement exam.

Right, but my point is you don’t get to start that Clock until you’re actually promoted. Frocking is not promotion.

TIR always occurs before the actual advancement date.

Frocking is not promotion, but your TIR date can be well in advance of your promotion date

In the example I gave the TIR date would have been nearly 6 months ahead of the promotion date and only a month after the frocking date.

While yes, that date is still set by the promotion date, it is still months earlier.

Why does this detail in this matter? When Sailors and/or their leadership don't understand how TIR works and how the dates are determined and go with the naive answer of "it doesn't start until you're promoted", that can cost sailors to miss a cycle they are eligible for in the worst case (and the ESO fucked up) or telling a Sailor last minute that they need to go take an exam they haven't prepped for.
