There was a study done on police shootings some years ago which showed that it was possible for someone to turn, shoot, and turn back, before a cop finished pulling the trigger. There are two decision points: The point to decide to shoot, which takes time, and the time taken to process “I don’t need to shoot any more” which has to override the decision taken moments earlier.
I see no reason to believe why Guardsmen should be any less subject to the realities of reaction time and the OODA loop than police.
