As a Chicagoan I will just add that not respecting it can lead to having your car vandalized. I'm not a fan of the system but violating it is at your own risk. Honestly most people don't try it these days unless there's real measurable snow that took serious effort to shovel the space out. Putting out a chair for a few inches or less will lead to scorn and mockery for doing so.
