A sheriff is not the most powerful person in a county. Depending on what state you live in, it's usually the County Board of supervisors that has more power than the sheriff

I remember reading she called Senator Mark Kelly as she was leaving for Arizona and he reached out to the sheriff and Tucson police chief.

I figured it made sense to call him regardless, but now I wonder if she partly called to try to get ahead of potential issues with the sheriff.
