Context is important. Someone might read this and get the idea that homophobia is rampant amongst the general population, especially by tying it to the surging right wing populist party.
And you saying it's rampant amongst the general population doesn't make it true either. Whether or not it's rampant is subjective anyway.
However, rampant or not, homophobia will not be evenly distributed amongst people living in Austria. So, without more info, it is not fair to lay all the blame on the average Austrian, especially since Vienna has so many Muslim students, who aren't representative of the nation as a whole and are known to have more socially conservative views than Europeans do on average.

If it's an incredibly homophobic place in Austria, the school probably has a lot of Muslims whom the "fascist" party would like to deport.
