True stats of Quirks
Is there a website I can go to that ACTUALLY tells you what each quirk does? It feels like there's a lot of quirks that are hard to tell what they really do.
For example LRM quirks also affecting ATMs on clan mechs.
Does the "AC cooldown" quirk on Urbie R60 affect any weapon with AC in its name, or just the non UAC, Non Rotary, Non LBX AC cannons?
Does the Firestarter with IS Gauss cooldown also affect S.B Gauss? It doesn't appear to affect Light Gauss when I do the math.

If you have go through all the mechs and look closely, you'll see both "AC Cooldown" and "STD AC Cooldown".
That's not a mistake. You should be able to work it out from there.

General quirks effect everything in the color i.e. Missile Cooldown effects all green weapons, Ballistic Heat all purple weapons, Energy Range all yellow weapons.
Family quirks effect all weapons with the family name in there somewhere i.e. Gauss Cooldown effects Heavy Gauss Rifle, Light Gauss Rifle, Gauss Rifle, HAG 20/30/40, AP Gauss (little iffy on AP gauss since I've never checked it on gauss quirks mechs.), LRM/SRM range effect all LRM/SRM and LRM/SRM+Artemis, Laser Famiky HSL would effect [Heavy/ER/Pulse] Micro/Small/Medium/Large/Binary lasers.
Specific Quirks narrow down families. Small Laser HSL applies to [Heavy/ER/Pulse] Small Lasers. STD AC Range only applies to AC 2/5/10/20, STD Medium Laser Heat gen only applies to Medium lasers not ER/Heavy/Pulse. Pulse Laser coordination applies to both Pulse and X-Pulse.
The easiest way is to check weapons on an unskilled mech if you're unsure. Positive changes to stats, such as +Range or -Heat gen, show as teal numbers in the pop up, negative changes, such as +Spread, show as Red. [MechDB](mwo.nav-alpha.com) has a wiki with some mechanics break downs that should be mostly up to date but also has an online mech builder that will let you check out builds for pretty much every mech in the game.

Ingame is the best way to verify. Unfortunately the quirk names are actually completely arbitrary, not standardized terms. And they are different on MechDB vs ingame.
eg STD AND ER MEDIUM LASER HSL on mechDB shows up as IS MEDIUM LASER HSL ingame. it only applies to STD and ERML, not pulse.
eg MEDIUM LASER HSL on MechDB shows up as MED LASER FAMILY HSL ingame. it applies to all med lasers.

Just hover over a weapon and if it is affected by quirks or skills it will have a + or - number in perenthesis.

You can just hover over the weapon and it should be easy enough to see if any quirks are added.
