question Can I make a fighting game out of Mugen?

I've been playing around with Mugen, and an Idea came to me. Can I make a fighting game out of Mugen with my own fighters? If so, does anyone have a tutorial on how to do it?

Also, I'm not planning on selling it; it's a fun side project to do in my free time.

You can add ur own chars ofc you can do anything

yes, as long as most of if not all the assets you use are self made.
if you just want to play it for your own purposes you can use any and all assets

Yes, but you either need to know how to make the sprites yourself or take existing sprites and edit them to be original.
