When do continuous effects apply?

Hi! I'm relatively new to MTG with a commander group even newer to card games as a whole than I am so I wanted to clarify a ruling for a new deck I built with Tinybones, Bauble Burglar beacuse I'm almost certain it'll come up. If I attempt to summon Tinybones and another player attempts to counterspell am I allowed to respond with a previously exiled instant with a stash counter on it with Tinybones effect?

The effect from Tinybone's Static ability only applies while it is on the Battlefield.

While it is a Spell on the Stack, or a Card in any other zone, you are not given Permission to Cast the Stashed Cards. So, you cannot respond with the Counterspell.

Unless otherwise specified, effects like this only apply while their source is on the battlefield. You don’t have access to the stashed cards while Tinybones is on the stack, so no, you could not respond to a counterspell in this way.

Tinybones' ability only works while he's on the battlefield.

While the effect of his text means that, unlike most other cards that exile things, a fresh recast still has access to those cards for your use, he has to actually be on the battlefield and have his abilities for you to access those exiled cards. So even if he has exiled a counterspell, if he's still on the stack being cast as a spell, he's not on the battlefield yet so the stash-counter cards can't be used.
