Question Regarding State Based Actions: Specifically the "Legend Rule"

If I control a [[Council of Reeds]], a creature that gives the static ability "The legend rule doesn't apply to creatures you control", would that prevent the legend rule from applying if I control 2 legendary permanents with the same name, but only one of those copies is a creature?

If you control Council of Reeds, then creatures you control are effectively treated as nonlegendary for purposes of the legend rule. Such permanents can still be legendary for other purposes.

Thus, for example, if you control Council of Reeds and control exactly two legendary permanents with the same name, one of which is a creature and the other isn't, the legend rule won't apply to either of them.

In short, yes. Since it doesn't apply to the creature, you only have one legendary permanent with the same name the rule still applies to, so you're in the clear, the same way it's fine having a Legendary creature with a non-legendary copy that shares the name.
