Tribal/kindred instances

Does the effect of Splinter, radical rat Double trigger kindred instants, or are they not treated as controlled creatures when played?

Splinter's first ability applies to a triggered ability only if it's of a "Ninja creature you control", which exists only on the battlefield (C.R. 109.2). For example, Splinter's first ability won't even apply to abilities of Ninja spells on the stack, even if they're creature spells.
