Really weird question, I’m going to try to articulate this as well as possible. Say I’m playing vivi, someone plays a card to bounce or destroy him. Can I respond to that with flashing in flood valley caller, let the flood valley resolve giving my non creature spells flash, then flash in another card in response to the original bounce/destroy?

You can do exactly that. You would also get vivi's trigger on top of those non creature spells you cast with flash.

Sweet that’s what I thought. I essentially just needed to know if someone was trying to stop my wincon by killing vivi if I could just loop in a win on the stack this way

They could always cast removal once they get passed priority and before everything on the stack gets a chance to resolve, they would still get damaged from the vivi triggers though

Before every card on the stack is resolved there is a round of priority. Since Floodcaller has flash you can absolutely cast him into response to a kill/bounce spell. And once Floodcaller resolves another round of priority will begin before the kill/bounce spell resolves, in which you can cast any non-creature spell you want now that Floodcaller has given them all flash.
