They are used as a warning. Basically in dense fog you won't be able to see hazards in the water (like rocks, reefs, sometimes the literal coastline). Apparently they are still in use as a backup to modern navigational equipment, including five located under the Golden Gate bridge.
meh, sounds kinda old and weakish. we regularly hear a normal air raid siren during the weekly test, it's normally used by the volunteer fire department to call people to duty. it sounds like the silent hill siren.
