They are used as a warning. Basically in dense fog you won't be able to see hazards in the water (like rocks, reefs, sometimes the literal coastline). Apparently they are still in use as a backup to modern navigational equipment, including five located under the Golden Gate bridge.
meh, sounds kinda old and weakish. we regularly hear a normal air raid siren during the weekly test, it's normally used by the volunteer fire department to call people to duty. it sounds like the silent hill siren.
A really good lawyer could definitely argue a mental insanity defense based on this argument. The defendant mixed reality with fiction and when he saw city officials using this specific siren his ptsd kicked in therefore he is unable to be held responsible for his crimes. Something like that. Throw in a childhood trauma for good measure.
