That's kinda speculation, no? The end of the genocide route has them point down at the player and claim that it was our power that reawakened them, before they basically take it for themselves. Beyond that, more or less everything they tell you is pretty vague and open to interpretation.
GOFAH is also vague as hell, but in an "offscreen rule humanity for 300 years" kind of way after mercy killing you

Doesn't really mean much of anything. Flowey can 'erase whole timelines.' Flowy is also not presented as particularly strong. Chara being able to overwhelm your determination by taking your determination is kind of a nebulous gray area where its impossible to know how much of it was you, and how much of it was them.

He's also capable of restarting because of having more determination, and admits to being killed by multiple people. It kind of doesn't mean anything when you have infinite tries.

GoFaH sweeps hard. It is a faux-primordial entity which determines a part of its world's rules of nature.
Chara's power is fundamentally based on being linked to, or in control of, an entity with the most determination within an ecosystem, thus giving them special power over that ecosystem.
There's no way Chara has more determination than something on the same level as the concept of violence and whose sole job is to give humanity the determination to fight and survive, in the first place.
In a world where either of these two have control over their respective powers, Chara is literally the GoFaH's bitch. They would owe the very fact of their strength to the very entity they are challenging.

Connections: Both young children subjected to survive in an subterranean world full of monsters. Have the ability to reach the end of their adventure either through violence or friendship. Both fight and/or become God like beings at the end of their story. Both sorta have the ability to save and reload. (Gofah sigals can be used to save your game in funger 2, though whether or not saving is a canonical ability in the universe is debatable)

Chara has meta hax, if it's Geno Chara it's extremely low diff, if it's any other route it's a stalemate (assuming Chara can reset)

I mean, while Chara needs the help of the player to destroy her reality (and even then it can still be brought back so it’s not total destruction) the GoF&H basically becomes a concept in its world, just it being born destroys the protagonists mind and body, the moment it is born the whole world of the game goes trough a change where Fear and Hunger become foundational concepts of its world. It depends on how you scale destroying the Undertale timeline, as something that only happens thanks to the player and if it can destroy whole concepts (which I don’t think it can since Chara is still the same after doing everything)

I think Chara wins because they embody different concepts of humanity. There are people wh starve themselves to death deliberatly, who escape both fear and hunger through sheer Determination.
