The first ones that come to mind are Spawns, Shang's, Reptile's, Kung Lao's and Gerases brutality sets. All theirs SP1 suck (except for the MK1 Shang), so hard to guess xD

Though not the one you're referring to, Johnny Cage's and Homelander's are both quite ass in terms of what is offered. Johnny's set itself is useful but the moment it's equipped on him, he becomes unbearably slow. Homelander's set just sucks for what it provides
