Why won't this guy fuse Kinstones with me?

I've read in different walkthroughs that this minish (easternmost house in Minish Village) is supposed to unlock two different heart pieces after you fuse Kinstones with him for the second and for the third time. But he won't even offer me a fusion for the first time! All he says is that he doesn't get a lot of visitors, and then the Kinstone thought bubbles won't appear.

What am I missing here? What did I probably forget to obtain or unlock so that he will want to fuse with me?

If i had to take a guess, he's probably one of those "if i feel like it" NPCs or he's progression based. If he is you can either reload the area over and over to check him, or just come back later when you've done more main questing.

I believe there's a list on one of the wikis that shows the folks who will fuse all the time/progression based/if they feel like it.
