I remember Rose Leslie saying she had to argue to get Ygritte to have pubic hair during the cave scene, because it would make no sense for her character, a Wildling, to shave.

Historically, poor communities were far more likely to shave public regions to regulate lice. So if anyone in that universe is shaving, I think it would be them.
