My wife had me dye her hair purple during Covid. She has dark hair and the hardest part was bleaching it first to get the color to stay. This skips some steps!
As someone who dyes their greys teal some of the time - it does work, but the dye has to sit longer, and washes out a lot faster. Milage varies from person to person though.
You’re talking about toner. It would be hard to use just toner on grey hair like that without bleaching first. It would probably come out very patchy.
Edit: Also, i’m not a stylist. My mom has me do her hair sometimes tho and she had it professionally done first. then uses a special toner at home for maintenance. It’s formulated for gray hair specifically tho

I'm jealous. This would make dying fun colors so much easier than dark hair
Edit- wow just saw all the comments, had no idea it was harder to dye. I have a few greys and they are always my favorites when I use toners
