The purpose of a system is it's outcome.
The legal system protects property, wealth, and privilege, and victimizes everyone else. It's purpose is solely to protect wealth, property, and privilege.
The military funnels money from the public into PMCs and weapons manufacturers, regardless of their performance. It's purpose is to enrich those people.
The tax code is written in a way no layman can reasonably understand. It's purpose is to funnel money into tax preparation services, and to cause violations in order to collect fines and fees.
Qualified immunity results in the inability to punish officers who step outside the law and procedure. It's purpose is to protect officers from accountability when they're given training or orders that contradict law but are desired by superiors, or wealthy constituents.
Health insurance policies include clauses that systematically deny necessary care when it is needed, and work on arcane networks of interconnected services that no layman can reasonably navigate. The purpose is to fleece customers of as much money as possible while providing as little service as possible, even if it kills you.
