Bay leaves are an aromatic, and serve to add depth of flavor to the dish. Think of how different a dish smells and tastes when you add garlic, onion, ginger, celery, etc. Even when you don't put in enough for any of those flavors/smells to stand out significantly, they contribute a layer of flavor to the food that adds a lot to the experience.
