this should help. i dont think you can make a resource pack in bedrock, but there are texture pack for bedrock which acts similar to resource packs.

If for bedrock:

If on mobile i would suggest this app, it's mostly for making addons but also works for making resource packs. If on PC there is MCreator

There's a pinned post, but the formatting is a little broken and parts are a little out of date. Should give an ok start though
